    One influential councilman did REFER to the building codes in the RESIDENTIAL area. They did SUPERSEDE those of an industrial section of town. Citizens, who were happy to FERTILIZE their lawns and comply with lighting restrictions, approved of the CONFINEMENT of their neighborhoods. Mayor Adams, however, was not a SEDATE gentleman who would heed the INFERENCE that folks did not support his point of view. In his INFINITE wisdom, he had developed an OBSESSION to build a REFINERY on the CIRCUMFERENCE of the city. After much deliberation, the mayor was forced to accept the FINALITY of the citizens overwhelming opinion: there would be no REFINERY!
